Section four of chapter two hundred and twelve of the acts of nineteen hundred and seventy-five, as most recently amended by section twenty-four of chapter nineteen of the acts of nineteen hundred and ninety-three, is hereby further amended by striking out clause (j) and inserting in place thereof the following clause: "(j) borrow money by the issuance of its debt obligations as provided in section eight E of this act;".
